Biography

Carolyn Kowalyk is a health policy professional with several years of experience in federal healthcare policy. With a strong focus on Medicaid and the Indian Health Service, she excels at health policy analysis, government relations, and federal advocacy. Driven by a passion for system-level change, public health, and health equity.

Currently, Carolyn serves as a Policy Analyst at Healthsperien where she contributes to a broad portfolio of providers covering healthcare innovation, older adults, and public service healthcare coverage. Through this role, she helps clients to understand how to leverage their expertise and share their stories to influence the federal policy landscape and achieve policy wins.

Prior to this, Carolyn held positions at the National Council of Urban Indian Health (NCUIH), where she managed Congressional Relations for Urban American Indian and Health People, specifically Urban Indian Organizations. She managed the entirety of the advocacy process for her clients, including drafting testimony, analyzing legislation, and regularly met with Members of Congress. Her efforts resulted in key policy wins including the continued inclusion of Urban Indian Organization in health policy legislation, and increased funding for the urban Indian Health line item in the Indian Health Service budget. Before joining NCUIH, Carolyn was a Public Health Policy Associate as part of the prestigious Centers for Disease Control and Prevention’s Public Health Associate Program, stationed as a field assignee in D.C. Her work for the CDC focused on legislative analysis and policy development, especially in areas of Medicaid and the 340B program.

Carolyn is dedicated to utilizing health policy and regulatory action to improve and protect the public’s health and achieve health equity.

Carrie holds a Master of Public Health in Health Policy and a Bachelor of Science in Public Health from the George Washington University.
