Behavioral Health
Healthsperien's Center for Behavioral Health leads a coordinated, multi-year strategy to reorganize how the U.S. pays for and measures behavioral health care. The Center's work spans five federal and state policy pillars, a national advocacy coalition, an impact-investor collaborative, and public-private regional testbeds — all aimed at building the evidence, infrastructure, and payment models that will facilitate payor/provider alignment and accountability of improved BH outcomes.

Payment
Advance payment structures that support high-quality, cost-effective care that reduce overall costs but are not yet widely adopted.
Quality & Outcomes
Drive consensus on definition and measurement of quality and outcomes in behavioral health.
Data Infrastructure
Develop a pipeline and supports for behavioral health workers, including important specialties like pediatric or SUD specialists, community health workers, and peer support specialists.
Workforce
Improve data sharing between physical, behavioral, and social health systems to promote whole-person, integrated care and value-based reimbursement.
Evidence-Based Innovation
Promote the wide-spread adoption of novel innovations, evidence-based treatments, and preventive services that improve outcomes for priority populations.
Our Roadmap
These pillars are advanced through three interlocking initiatives:
Harnesses a multi-sector stakeholder base to advance policy change through direct engagement with state and federal policymakers, in service of system transformation and sustainability.
Convenes experts and supports public-private partnerships that run regional testbeds for evidence development and payment model demonstrations.
An impact-investor collaborative that refines existing models for scalable impact and synthesizes the policy and reimbursement barriers to scaling innovation.

Representative Kennedy leads the Center for Behavioral Health at Healthsperien, advancing high-quality, affordable care through policy development, advocacy, and lobbying. He drives this work through the Center’s Action for Progress and Invest for Progress initiatives, partnering with stakeholders to transform the mental health and addiction care system.
