Biography

Ethan McChesney is a health care policy professional with experience in policy analysis and development, strategic membership management, and government relations. With a strong focus on hospice, pallaitive, advanced illness, and aging-related issues, he excels at convening multi-stakeholder coalitions and developing policy and advocacy engagement strategies with the goal of advancing meaningful health system reforms.  

Currently, he serves as a Policy Director at Healthsperien and for the National Partnership for Healthcare and Hospice Innovation (NPHI) where he manages the day-to-day policy, regulatory, and advocacy initiatives of a national non-profit supporting over 120+ community-based advanced illness provider organizations. He also advises a variety of provider, medical specality, and grant-making clients on regulatory and legislative trends impacting their respective organizations. Through this role, he has been instrumental in shaping NPHI’s perspective on the future of the Medicare hospice benefit and responding to significant program integrity challenges facing the end-of-life care provider community. Prior to his current role, Ethan held positions at multiple health care policy consulting firms and served in the office of the Senator Michael Bennet (D-CO) where his work focused on a variety of pertinent health care policy topics. 

Ethan’s work often intersects with longstanding and evolving health system challenges related to Medicare solvency, the complex social and medical needs of an aging population, and the opportunities facing legacy end-of-life care providers to expand into new and emerging service lines. In his work with NPHI, Ethan is dedicated to advocating for public policy that provides non-profit advanced illness organizations with the means to thrive into the future despite changing business models and reimbursement structures.  

In 2023, he received the Aging Media Network’s Future Leaders award for his work advancing NPHI’s legislative and regulatory priorities. Ethan holds a bachelor’s degree in political science and sociology from the University of Kansas.
