Biography

Andrew Spicer is a health policy professional with several years of experience in federal and state health policy, qualitative and quantitative research, and health system transformation. With a strong focus on Medicaid and the dually eligible population, he excels at health policy analysis, program evaluation, policy communications, and finding innovative, equitable solutions in a divided political environment.

Andrew is currently a Senior Policy Analyst at Healthsperien where he serves a variety of clients and partnership organizations. Through this role, he helps clients understand the federal health policy landscape, the intersections of state government, and the impacts of policy on the nation’s most vulnerable populations.

Prior to joining Healthsperien, Andrew served as a Program Officer at the Center for Health Care Strategies (CHCS). At CHCS, Andrew primarily worked on projects aimed to better the care experience for individuals dually eligible for both Medicare and Medicaid. Specifically, Andrew trained Medicaid agencies on highly technical Medicare policy, developed data roadmaps to ensure effective oversight, and researched how Medicare policies at large could impact the dually eligible and Medicaid-only populations. Before joining CHCS, Andrew was an Advisory Services Analyst at Mathematica. At Mathematica, he helped develop health equity quality measures, researched Medicaid payment policy and its impact on physician participation and acted as a detailed analyst for the Centers for Medicare and Medicaid Services (CMS). In Andrew’s detail role, he oversaw and managed a portfolio of 1115 waivers and was responsible for reviewing 1115s against the special terms and conditions for the Division of Demonstration Monitoring and Evaluation.

Andrew is dedicated to using health policy innovation to drive equity in the Medicaid program, and to make health care more accessible to those who need it most.

Andrew holds a Master of Public Policy and a Bachelor of Arts in Public Policy, both from Michigan State University.
