Biography
Morgan Bailie brings nearly a decade of experience in mental health and substance use prevention and treatment to her role as Policy Director with Healthsperien. Morgan’s expertise in behavioral health includes payment and delivery transformation, integrated care, and workforce development. She also has a broader background supporting patient privacy, nondiscrimination, and community-based care. Her work is driven by a passion for improving the healthcare system and ensuring access to care for all communities.
As policy director at Healthsperien, Morgan leads efforts to advance behavioral health payment models, increase access to proven therapies for patients with serious mental illness, and address the growing epidemic of social isolation and loneliness.
Prior to this, Morgan led the appropriations portfolio for the Substance Use and Mental Health Services Administration (SAMHSA), where she provided technical assistance to Congress across all SAMHSA programs and worked to align funding with critical mental health and substance use priorities. Morgan also previously served in legislative and regulatory capacities for the American Academy of Family Physicians. In these roles, she led the development of behavioral health integration policies for the Academy and positioned the AAFP as a leader in the integration policy conversations.
Morgan holds Master of Public Health from the Geisel School of Medicine at Dartmouth, where she received a social justice award for her qualitative study on provider prospectives to providing healthcare services across socio-political divisions. Morgan also holds a Bachelor of Science and Bachelor of Arts from Texas Christian University.
