Biography
Rachel Roiland is a PhD-prepared nurse with clinical experience caring for older adults and over a decade of experience in health policy. She has subject matter expertise in the areas of healthcare quality measurement, value-based payment models, and the clinical care of older adults. Leveraging her clinical and research background, Rachel aims to influence the development and implementation of health policy that is both evidence-based and feasible to implement within today’s complex and ever evolving health care system.
Prior to joining Healthsperien, Rachel worked within the Center for Medicare and Medicaid Innovation at the Centers for Medicare and Medicaid Services. As a Senior Lead on the Center’s Quality Vertical, she advised model teams on the development and implementation of model quality strategies. As a Nurse within the Division of Specialty Payment Models, she led projects identifying pathways for enhancing specialist engagement in value-based payment. This work involved overseeing analysis of fee-for-service claims databases and model-specific data, drafting of technical policy documents, and briefing Center and CMS leadership. She also completed a detail as Special Assistant to the Innovation Center Director where she advised on the implementation of the Center’s strategic plan and authored briefing materials, internal memos, and external speeches for the Director. Through these roles, she acquired in-depth knowledge of value-based payment model design and implementation as it occurs within the Innovation Center and knowledge of Medicare fee-for-service and Medicare Advantage policies. Other prior roles include working as an Assistant Research Director at the Duke Margolis Institute for Health Policy where she led projects focused on the design of value-based payment models for various populations (e.g., pediatrics) and settings (e.g., skilled nursing facilities) and as a Director at the National Quality Forum leading projects and convenings on quality measurement issues in the areas of serious illness, end-of-life care, home and community based services, and care coordination.
Rachel earned her Bachelor of Science, Master of Science, and PhD degrees in nursing from the University of Wisconsin-Madison. Her graduate research was supported by the National Institute of Nursing Research and the John A. Hartford Foundation. During her post-graduate studies, she was awarded a Health and Aging Policy Fellowship and completed a one-year fellowship in the Veterans Health Administration’s Office of Geriatrics and Extended Care in Washington, DC. During her fellowship, she assisted with the development of policies aiming to improve the quality and outcomes of older Veterans transitioning between health care settings.
