Issue Brief- Part VI Outlook for Changing Medicare Coverage of Telemedicine Services: This issue brief focuses on the challenges presented by COVID-19, and how policymakers at both the federal and state level have relaxed longstanding regulatory approaches to telemedicine during the official public health emergency (PHE) period. The changes have substantially expanded the use of telemedicine for the Medicare population, with over 9 million beneficiaries using a telehealth service during the PHE (22 percent of rural beneficiaries and 30 percent of urban beneficiaries). 1 Policymakers are now considering how to use administrative authorities to extend/revise flexibilities for the duration of the PHE (which may also be extended) and make permanent after the end of the PHE.
