David has two decades of health care experience spanning the clinical, payor, provider, government, and academic sectors. He brings strategic and creative problem solving and insights to the many areas where legal and regulatory requirements intersect with business operations. As a registered nurse, he also offers the patient and clinician perspective when evaluating complex challenges and developing innovative solutions.
David joined Healthsperien from The MITRE Corporation, where he was head of MITRE’s Health Policy Department, managing a 50-person staff of lawyers, academics, and clinicians. He provided subject matter expertise and solution-oriented policy and strategic guidance to various federal agencies, including CMS, FDA, and the Veterans Health Administration. David understands the regulatory and operational frameworks governing federal health programs and brings this knowledge to bear when advising his clients.
David also is an expert in private health insurance markets with a multi-stakeholder perspective. He spent over four years as in-house counsel for Coventry Health Care, Inc., where he provided business focused legal advice to health plans, supported provider network contracting and development, and was a lead attorney on Affordable Care Act (ACA) implementation. David also served as a health insurance specialist for Consumer Information and Insurance Oversight within CMS, where he provided technical assistance to states on ACA implementation and supported the drafting of the proposed federal rate review regulation. As a research professor at Georgetown University’s Health Policy Institute, David advised a range of stakeholders, including PhRMA, AMA, and State Departments of Insurance, and researched, evaluated, and implemented the private insurance market reforms under the ACA.
David began his career practicing as a registered nurse at Beth Israel Deaconess Medical Center, in both clinical and administrative capacities. David provided clinical nursing services to a diverse group of patients on a general medical/surgical unit and served as the off-shift nursing administrator responsible for managing nurse staffing, patient admissions, and patient care matters.
David holds a J.D. from Northeastern University School of Law and a B.S. in Nursing from the University of Connecticut. He is admitted to the District of Columbia and Massachusetts Bars.
